In mobile games, when we play and in the middle of the level we are welling up, a menu like continue / exit pops up. Here's how this menu is called and another question is this menu made in a separate scene or do I need to create a menu in the scene with the current level, where to hide it then?

In my opinion, this is an ordinary ransom pop-up. You need to look at what kind of architecture you have, if without problems, then you can simply create the necessary pop-up on the canvas and turn it off and on as needed.
