What is the most popular software for creating animated banners for the web?

What are animated banners doing now? It used to be Flash pro and Photoshop, a little later edge, now it's like Animate and js / CSS animation.
I wanted to know who is using what.

Google Web Designer is a program specifically for creating animated banners. And in my opinion the best of its kind.
I speak as an Adobe fan. Because I tried to make banners in EDGE Animate, but at the end such banners do not meet the technical requirements of many advertising platforms. And Adobe has stopped supporting EDGE Animate (and the entire EDGE line in general).
Adobe Animate (aka Flash) opened, looked, but didn’t even do anything in it, because at the output it generates so much heavyweight JS that it doesn’t fit into any framework.
And I didn't notice any problems with Google Web Designer. Banners are relatively light in weight. And banner networks accept them without question.

Now photoshop is also used for animated gif banners and adobe animate for HTML5 banners.
