What is the most convenient way to create a GUI application on Windows?
What is the most convenient and advanced way to create applications with a user interface on Windows?
I wrote a GUI on the Embarcadero engine on the pluses, in Python through Tkinter (a separate type of suffering), in C # in Visual Studio. But all programs written in this way were primitive, from the point of view of the shell. The controls are standard.
Are there other options? I tried to install Qt, but there, as I understand it, the principle is the same (besides, now you can’t install it without a VPN).

It does not depend on the language and not on the IDE, but on the programmer. Want some of your outlandish controls - create yourself! Well, or look for those already created by someone. For the same Embarcadero products, such an unmeasured amount of all sorts of VCL components have been spawned, already horror!
A little off topic. Do not abuse non-standard controls, let's call it so, in business programs. The more familiar the interface looks to the user, the easier it will be for him to master the program.

WTL - c++ extremely small size, controls those in winapi
MFC - c++ runtime size ~ 5 mb a bunch of different controls
Win Forms - C# VB#-a bunch of third-party controls
WPF - C# VB#-a bunch of third-party controls
Qt - such as cross-platform and cross device, the minus is that it is c and a muddy licensing scheme
