What is the minimum required set of software and hardware to start developing for iOS?
What is the average budget for this set?

mac mini + xcode + developer license = about 30 thousand rubles
you can buy a used something like a macbook, often they sell for 10-15 thousand
or a used iMac for 25-30 thousand which will be optimal in price / quality.
I do not advise you to contact Hackintosh

To the set that @Dimitriys pointed out . Memory recommend at least 8G. It's very uncomfortable to work for 4 people. + it is highly desirable to have at least one real device.
For example, purchases, push notifications cannot be debugged on the simulator. And something on the simulator does not work quite the same as on a real device.

Mac mini or hackintosh with OS X 10.9 plus free Xcode or framework of your choice, plus any i device with iOS 7 - iPad 2, IPhone 4S, iPod Touch 5.
8GB RAM.
