What is the management of VPS-ok from OVH and ArubaCloud (completely manual, or constructor)?

I'm looking for a simple VPS (preferably on Ubuntu) located in Europe (preferably England).

What is the management of VPS SSD configurations:
a) Install the operating system and spin as you like, or b) is there some kind of container/cloudlet/environment constructor and similar garbage?
I would like it to have a normal full-fledged server Ubuntu, apt-get was present and it would be possible to install packages until the SSD cracked, there would be root if necessary, well, in general, everything is like on your own server.

In general, the whole point of vps is precisely this. If one of the hosters sells shared hosting under the guise of vps, then these are isolated cases that can be ignored.

what you described about ubuntu is in any vps, I have not met vps where this could not be done.
