The limitation is due more to marketing considerations than to technical issues.
BitTorrent does not create an increased load on the network: the load is exactly the same as with multi-threaded file downloads via HTTP. The number of connections, if it is within reasonable limits, does not play a big role for the operator: modern address translation (NAT) systems are designed for tens and hundreds of millions of simultaneous connections, so the difference between one (HTTP) and dozens (BitTorrent) connections does not play a special role.
Telecom operators have been using traffic prioritization systems for a very long time. These systems speed up one type of traffic at the cost of slowing down another type of traffic so that the Internet works well enough for everyone. Additional load, in comparison with HTTP, BitTorrent can create when uploading files, but this can be adjusted at the level of prioritization systems.
