The license is tied to a domain. You can deploy at least a hundred sites with this license, nothing will stop you. But updates will be blocked if more than 2 domains with this license come out.
A license is just an opportunity to officially install modules and receive updates, as well as technical support. In fact, you can put your Bitrix on any domain, rearrange it a million times, and even change the domain if you really want to. Updates will be installed on the site where the key is specified and the domain name is equal to the name that was specified when purchasing the key.
If you take your copy of the site and put it on another domain, the site will work, but when you try to get updates, the Bitrix server will refuse it, and the original site will display a warning that can be removed by contacting technical support.
It is allowed to have two sites on one license, but you can buy the option and use one license for several sites. Installing the product on localhost does not count.
