Are circular links a problem for the site? I think you understand that we are talking about links leading to the current page. The most common case is the logo in the header, which usually leads to the main page. But if we're already on the main page... Do these links have a negative impact on the site in terms of SEO? Search engines track this business and do not take them into account?

Doesn't affect in any way. It used to work, now it doesn't. Google and Yandex absolutely do not care about these links.
