1. No. The symphony has ACLs and waters. ACL is very slow (not only in symphony). Voters allow you to quickly make a system of rights, any one you want. symfony.com/doc/3.4/security/voters.html
2. For the same reason you should use symfony/laravel instead of writing your own framework.
It is too early to move to the four, it makes sense to wait for 4.1 or 4.2.
Personal experience with the quad is like this - after the release, the quartet switched to Laravel. For 4 years, the doctrine has not lived up to expectations - it eats memory like crazy, you still have to optimize everything by hand. The new distribution system (flex) puzzled me personally.
The only thing that we personally lack in Laravel is just the same waterers from the symphony.
