What is the fastest time to create a Windows VM?

The goal is to create one Windows virtual machine every day, which will be used for no more than a couple of hours, after which it is no longer needed.

How can you combine the deployment of the machine and the installation of the OS on it? Are there any services that allow you to do this in a couple of clicks and have a ready-made virtual machine desktop as a result?

I looked at popular software, did a search - I did not find the answer to my questions.

You do once a virtualka. Each time before starting COPY it, work with the COPY, delete the COPY.
