What is the Error when installing modifier opencart 3?

Actually, this is what it gives when trying to load a modifier in opencart 3 on XAMPP
On hosting, when installing the same modifier, an error does not occur.
The install.ocmod.xml to install.zip procedure is done.
What could be the reason?
