What is the error converting to punycode?

I run a laravel 4.2 script via the console and get an error ERROR 1 2 3 convertingto P unycode
The script is a class method that downloads data. If the same method is run through the browser, then there are no errors, while the script seems to work correctly.

Do you have the intl extension enabled in the php config under cli?
