What is the easiest way to implement such an animation with interaction?

There seems to be a rather complex example here. There are no ready-made images here, and the whole "Wall-E" is drawn only with the help of the "HTML" column? But is it possible to do the same with images? For example, take an image of each arm, an image of a head, an image of a torso, overlay it all on top of each other, and then animate? Would it be easier with images? If so, what are the best tools to implement this?
