What is the difference in current strength in a laptop charger?

Samsung r528 laptop charger died.
The old charger had the following indicators: 19V 3.16A
My friends suggested that I buy a charger from them, but the fact is that its indicators are: 19V 2.1A
Please tell me what is the difference and can the purchased charger with a smaller number of amperes harm the laptop?

Charging with fewer amperes is not worth taking, it is a third weaker - it will constantly work at the limit modes (if it does not go into protection), it will start to overheat, degrade and die.
Damage to a laptop is unlikely.
