What is the difference between users.conf and sip.conf?

In the users.conf example, it is written that it is easier to register users in it, but not "more flexible".
Began to use users.conf because of cid_number which does not work in sip.conf
So, through what it is easier and more convenient to configure? Because I didn't really notice the difference.

sip.conf contains additional parameters related to the SIP protocol itself and may contain user data using this protocol
users.conf contains user parameters for all protocols, but there are much fewer settings specific to each protocol.
