Why is the same document called differently in different companies?

there are "requirements for the system" - this is a draft of the TOR, preliminary estimates, on the basis of which the TOR is made.
and the specification is supposedly a buzzword that is simply used.
in the context of TK is irrelevant.
what exactly they mean by this - needs to be clarified separately, with them, this is small-town dialectism.
specification is the technical characteristics of the finished product.
for example, for a car - engine power, length, capacity are parts of the specification.
