What is the difference between phpStorm console utility and git bash console?

Why don't the ls, pwd mkdir, etc. commands work in the phpStorm command line tool? In regular cmd, these commands do not work either. But in the git bash console they work. php, git, composer work everywhere. But this, as I understand it, because it is written in the PATH variable. What is the difference between console utilities and how to make commands work?
