What is the difference between database fias and gar fias?

There are 2 databases on the site https://fias.nalog.ru/updates : the full FIAS database and the FIAS GAR database. What is the difference between them? Are they connected somehow or are they 2 different bases?

And yes and no, FIAS and GAR are essentially different interpretations of the same data.
In FIAS there is only an administrative-territorial division, in the GAR it is administrative-territorial and municipal. The levels in the object hierarchy are different. GAR has more additional data. With all this, the guid of the object in FIAS and GAR is the same

In short, the GAR is our future, and the usual FIAS is left to facilitate the transition. In the new format, they seriously worked on data normalization, got rid of repetitions and came to the use of integer keys instead of GUIDs.

Currently address information is placed in two formats:
- FIAS (the old format, which contains information about addresses in the structure of the administrative-territorial division);
- The State Address Register (GAR - a new format with information about addresses in the municipal division).
The agency will stop submitting address data upload files in FIAS format in August 2021.
