It makes no sense to compare processors head-on in terms of characteristics for the last 10 years. The reason is simple - different microarchitecture, i.e. they are structured differently. And the answer to your question is no.
You need to look at the tests in your specific application. Or at least as close as possible in terms of scope (3D modeling, databases, etc.)

I would say that it is elementary to compare the characteristics of two processors from two different companies is practically not an easy task. It is better to compare IMHO according to different tests. Because what the manufacturer writes in the TX CPU is a measurement of something, something and it is not clear how. Here's an example:
AMD gives the following results:
Memory Bandwidth Up to 21 GB/s dual channel bandwidth memory
Intel processor:
Max Memory Bandwidth 59.7 GB/s
