What is the difference between a home computer and a personal computer?

Welcome all.
I can not answer the question, and find the answer in Google.
What is the difference between a household computer (which were common in the USSR and Russia) and a personal computer (IBM clones).
Not in matters of the difference between hardware and software, but more globally.

Household computers are no different and there are personal ones, here before it was just apples, and now they are eps, but in fact apples remained apples, only the word has changed.
