Hello.
What is the difference between a regular dedicated server and such servers as in the screenshot?

Well, in order -
In this case, this is a specialized dedicated storage server - a software and hardware complex for data storage.

And it doesn't have to be different. But it may differ. To find differences, you need to take two specific servers and purposefully look for differences. Since you did not specifically specify the server models, it is not possible to find differences.

Why would?

Yes, nothing. "Whatever you call a yacht, that's how it will float." Technically, there may be no difference between servers at all, the difference will only be in the purpose and tasks assigned to them.
For example, it can be assumed that the "storage server" of a given hoster has a weaker filling, but more disk bays. That is, it is sharpened mainly for data storage, and not for virtualization or any other computationally voracious tasks.
In short, this is pure marketing.
