What is the dependency for ShellExecuteEx in Delphi?

When developing a program in Delphi, a problem arose with the fact that it is necessary to start a Java application, passing a bunch of arguments to it and running a certain main class.
On the developer's machine, everything works with a bang, but for ordinary people this moment flies by without errors, a warning, and something that makes it clear what the problem is.
Of the possible options, they selected a bunch of all sorts and only the option remained with the fact that the Delphi development environment, during installation, adds some of its libraries to Windows, on which everything rests.
I googled on the Internet that Shell32.dll is required for ShellExecuteEx, but it is there (search in the Windows folder), with about 20 copies in different paths.
