What is the correct way to work with etc/shells?

Setting up sftp access according to this article - solderintheveins.co.uk/2011/03/ubuntu-sftp-only-ac... can't make changes to etc/shells explain why it says that there is no such file or directory. I am new to linux.

This is a relative path, use absolute:/etc/shells
