It was decided to make forwarding from all SIM cards to the main number. The option is good but not free as you have to pay a monthly subscription fee. The case with 8 devices is cheaper, since SIM cards are replenished once a year and for the minimum amount, so that SIM cards would not be blocked and it would be possible to receive incoming calls. But this is an office setting.

Operators now have applications that allow you to receive and make calls via the Internet at your rate.
For example, Megafon used to call such an application Multifon, now it's called eMotion.
There may be jokes in the spirit of primary activation only in your network and only with a SIM card inserted, but since. You have everything in your hands, you can definitely handle it. In addition, traffic consumption from "own" application is often not taken into account.
