What is the blog engine with karma like on stackexchange.com and the ability to collapse sracha branches like on slashdot.org?

I want to make a couple of blogs, I'm looking for a suitable engine.
In principle, I am satisfied with the system of "plusing" comments on VK.com (likes).
With the exception of one BUT - when the number of comments is more than a couple of dozen, they become useless.
They are unlikely to cut down the feature of tree view of comments, and even more so "folding" - folding long sracha-ladders.
On Habré, this is also not enough - the "pallor" of the minus comments is some kind of half-hearted solution.
In general, I want to file my personal reddit.com.
Language - preferably Ruby (RoR), last resort php/python
