What is the best way to write a static website builder? The project is planned for itself in order to satisfy the demand for cheap sites, making those same sites in a few hours. I know about tilde or lpmotor, but there you have to pay for normal functionality and there is no way to supplement everything with your own functions.

I would write a set of modules on anything and just enable and disable them for each cheap site. In my case it would be Laravel.
