What is the best way to work with Angular xlf (xliff)?

I am looking for a program to work with xlf files generated by Angular.

I would like the following:
1. To be able to merge two files into one. For example, we added/removed a couple of phrases so that these changes could be applied to all translation files.
2. It would be nice to be able to automatically translate everything at once, so that when there are big changes, you don’t have to wait for translators and don’t manually translate dozens of phrases with stubs, but immediately fill them with something plausible to see if all the phrases are marked for translation or not.
3. Free.

I tried the following:
1. Poedit, it seems not bad, but the free version does not know how to translate everything at once, you can’t buy it for a month, and it doesn’t seem to know how to merge either.
2. xliff.brightec.co.uk - too simple, neither merging nor automatic translation. In addition, it does not display additional information (meaning)
3. MateCat is an interesting thing, although it does not seem to know how to merge either. And the additional information does not show any at all, neither the meaning nor the description. And the output file of Angular refused to eat - he said that there was not a single phrase in it.
