What is the best way to submit a social network?

I warn you, the topic is vague))
I mean this in general:
After all, it’s not a fact that a social network will immediately leave the site and, in general, the chances are not great today (but of course it depends on the very idea / need for a social network )
And what is the best way to do it?
- To begin with, release the site with the ability to register for the sake of commenting on posts that are added by the site's authors
-Or, launch the site immediately as a social network with the ability for registrants to post, be fruitful, and multiply =)
In general, is it worth organizing a social network right away or moving to this progressively, or is it all completely dependent on the idea of the site at the very initial stage, and what is called, how will you call it and float?
Are there stages and criteria in this matter?
Anyone have material to read?
I hope it's clear. Thank you for your thoughts.

There are a lot of different strategies for rolling out a site to the market. Depends on your budget and goals. You can pour in a lot of money, break into the market abruptly and litter the entire media sphere with information about the project. Or you can present a modest and quiet, stripped-down version of your idea, slowly but surely gain an audience and change the concept once a year, adding new functionality. The second option will suit you better.
