What is the best way to set up a VPN?

Good day to all. I would like to ask what software is better to choose to deploy a VPN server? I do for myself (expected 5 users). Will IPsec work or is OpenVPN worth a look? And where is it better to place all this, on a router to raise or on the same digitalocean? Is 1TB of traffic enough, assuming that I chose VDS. I've been looking at SoftEther lately. Who put unsubscribe. Thanks in advance.

For me, the easiest thing was to set up OpenVPN on Ubuntu Server
. Both Client-Server and Client-Client mode are pretty easy to set up.
The only thing is that you need a computer as a server, even an old one, and a white IP, preferably.
