What is the best way to set up a local server?

There is a server, on Debian 10.
It has a site on Wordpress.

I want to raise a local machine and raise a dev copy of the site there in order to develop and take it from the local machine via gitlab to the production server.

What is the best way to raise a local server (PC on Windows 10)
