Usually you need to have a list of recipients to send letters. Accordingly, you need some kind of widget to collect newsletter subscriptions. There are ready-made solutions in the form of a plugin -

Or another plugin - https://ru.wordpress.org/plugins/email-subscribers/
You can , also use ACF to collect emails and send emails (you will need knowledge of PHP, VP code, html, css, js).
You can write your own plugin or mu plugin... depending on what you need.
