What is the best way to save images or videos in the app?

I have a question.
I plan to store in the database a short local path to the image and video.
When a user adds a new image or video, do I need to make a copy of it and save it in a separate folder, or is it not necessary?
If there is an example, it would be very good.
And one more thing...
I can save an image or video from the Internet in the database as a link, right?

Here it is impossible to say which is better or worse. question has no requirements.
