What is the best way to publish long text for the web community?

There is a task to organize a community of habr attack. There is a text that describes the problems of the future community and which is intended to become a kind of center of crystallization. The text is quite voluminous - 95 thousand characters, it has three more or less independent parts, each part is divided into another three or four paragraphs. The question is how best to publish this text, in order to present it as a whole, on the one hand, to separate it from the stream of posts that will fill the community, and on the other hand, as an invitation to a detailed Me,
I see several options.
1) Make several thematic blogs, in each of which post the corresponding paragraphs as separate posts, adding a table of contents-links to other parts in each post;
2) Make a separate special blog and post it either in paragraphs or in more voluminous three parts. Include the table of contents in the body of the post or put it in a separate side block;
3) Just make a separate post/separate page where you can scroll through the flash book;
Please advise which option is better.

Oh, how many questions like this, and at least one would be upvoted. Or apparently I did not quite understand)
3 flush is not an option right away.
And in general, what kind of text is this, you think about people, who will read it. Break it down and organize it. All IMHO of course.
