There is a task: to parse a large number of users from VK (at least, first name, last name and date of birth). Which programming language and DBMS is better to choose to achieve the goal?

The lowest speed is achieved using a pen and paper. And if there is no API for your purposes, you probably shouldn’t do this at all.
