What is the best way to organize the internal structure of ansible project?

A question. There are a number of roles made by bestpractice. But it is not very clear how best to organize the issue with the organization of configuration information for metaservices. For example, we add a new database server and immediately monitor it, both the host itself and a separate service. Here you can simply pull reload on the monitoring agent after lining up a new piece of the config. But here comes the spreading of information to different points. If I want to change the monitoring agent, then I will have to go through all the roles rewriting the configs, which is not convenient.
And if all the information is in the monitoring role, then it is not clear how to cause a change in only the config for the required service.
In general, there is a little confusion about what and where to put. Dear community, what methods do you use to solve similar issues?
