What is the best way to organize the file structure?

You need to make up about 8 pages. I use BEM naming, Gulp, Scss, Pug.
What is the best way to organize the file structure? I thought to do one css for all pages. But what about the adaptive, the same block on different screen widths, on different pages can be of different widths. Don't do the same modifier for every page.
Should I make a separate media.css for each page?
I want to be as modular as possible.

Well, something in common - a header, a footer, some elements such as buttons, molds, general styling ...
But for example, only in a product or in a category or in the news you need to load your CSS there.
It depends on the volumes - but in general, when everything is cached from the first page and then it is used not badly.
