What is the best way to organize a RabbitMQ cluster and ensure the safety of messages in case of failures?

I have an EC2 instance with a RabbitMQ broker. How best to ensure high availability (if multi node cluster, then which elb) and at the same time not lose messages if one instance is unavailable / dies?

On AWS, it's cheaper and more reliable to use SQS, SNS, or EventBridge. At worst, Amazon MQ.
