What is the best way to make an interactive cemetery map?

There are a lot of photos (about 6k) of the graves of one cemetery. The customer wants to get a convenient map to embed on his website.
At the same time, the photos are not linked to geo-coordinates. The only thing I know about each specific grave is that it is in such and such a section and in such and such a row (plus its number).
In principle, the customer does not need cartographic accuracy. Large rectangles with balloons will be enough for him.
Interested in some frameworks on which this could be done. It would be even better to find some geocms with similar functionality. I know that they did this in ARCGeo, but it costs good money.

Hmm, IMHO some kind of familiar CMS thread (I would take modx) for templating + hmm, again, the options are wagon, let SVG be.
