What is the best way to make a website on Wordpress?

There is a small website project (about 5 pages) and we need to make it on WordPress.
I know the layout and I can completely layout this site myself using ready-made plugins (pop-ups, sliders, etc.).
How can I make this project on WordPress? Make up everything yourself, and then pull it on cms, or is it a bicycle and you need to act differently?

Buy, say, Avada or Divi and spend an evening clicking buttons to make this very project.
