What is the best way to make a website?

I received an order for the site but there is some problem. I hope the inhabitants of the toaster will help me. At first, the site should be like a business card site on 20 pages, but after 3-4 months it should be expanded to an online store. What is the best way to do this first to lay out css / html and then pull it on cms? Or can you make it better?

As an option - wordpress + woocommerce. At the beginning on pure wp( empty theme ), then connect woocommerce.

It is advisable to type first. But if the selected system is specific and generates already defined html, then it's better to make it right on the engine. I use Webasyst in my projects . A very convenient expansion solution. Initially, there is a site and blog module, the store can be installed later.
