What is the best way to make a scientific conference website?

Good day, We were
instructed to make a website for a conference held at the university.
Almost everything is simple, but there is a condition:
1. When registering, the participant must upload a file for publication in the journal
2. The responsible person must view the file and set the status "accepted / not accepted"
3. The participant must receive a status notification
4. If the file is not accepted, the responsible person must write about the reasons and correspond with the participants until the file is accepted
5. Participants see only their data and their correspondence

There are no ready-made CMS for such narrow areas.
If too lazy to mess around myself - I can write. For a reasonable price, of course.
