If CMS is not needed, then it's easier to take any framework with convenient routing and activeRecords. For example yii2. It will be simple and fast. There are even more lightweight frameworks.
Question only to the task. Why is it necessary without cms? If for productivity - that framework - a variant. If it’s just as simple as doing it, then just on ready-made cms it will be easier, worse, but easier.
