What is the best way to make a html5 banner for google adwords?

Task: creating an animated html5 banner for google adwords.
Requirements:

Previously, I only made banners in Adobe Flash and published them in .swf. For some reason, google adwords did not pass the HTML format that Adobe Flash can publish.
Tell me, who came across, what is more convenient to make an html5 banner and so that adwords skips without problems?
So far I see Adobe edge animate and Google Web Designer options. I don't know for sure if it's possible to do it in Adobe Flash.

In general, if anyone is interested, I pecked at the bait of Google and mastered Google Web Designer. At first glance, everything is clear, convenient and free. Google web fonts integrated. The interface is very similar to Adobe products. CSS elements are easily customizable in the design view

To convert from swf Swiffy (there is a plugin for Flash).
And so is Google Web Designer.
