What is the best way to load a decorative font?

Let's say we have a small text on the site, which should be written in some kind of decorative font such as calligraphic. I don't want to download the whole font for the sake of a couple of sentences. I want to cut out all unnecessary characters from it and convert it to base64 and put it inside CSS. There are 2 questions:
If during the automatic translation of the site by Google, for example, the user sets a different language, will the browser be able to replace my decorative font, which cannot be translated because it is cut off, with the next font from the font stack defined by me as a fallback?
Who was involved in such shamanism, what font editing services can you recommend? The ones I've seen so far are way too bulky.
