What is the best way to implement mobile app localization? Create separate versions in different languages and upload them to stores in the respective countries? Or create one application with a choice of language in the settings?

It is much more pleasant to see all the millions of users on the market in one application. So make one app with language selection inside it.
Why invent something? As I understand it, you have a target device on android (judging by the tags) - everything was invented there for you, I don’t remember the details. this is not exactly my profile, but in general you have XML with strings in your project (in resources, it seems). Moreover, there can be a bunch of them (the default language + as many others as you like) and the android itself will substitute the one you need, depending on the language of the system, or the default one (if there is none). The default, of course, is usually done in English.
