Russians are not allowed, there are more problems with them than good.
The Russian language is supported by the Internet, BUT this does not mean that there are no problems from it, the Internet was developed outside of UTF-8 with all the consequences, yes they work, but problems are possible, moreover, in completely different places, there are no Russian letters, no problems.
do not forget that all daemons, services, modules, etc. are written by the English-speaking community that does not know a word about encodings at all, they simply never encounter this problem in their lives.
so without other advantages from the Russian language, do everything in English
