Guys, tell me which way to get programming practice is more correct? choose a project and cut it, or first choose a topic, well, for example, serialization and make the application purely for serialization?

Your question makes no sense. Both methods are practical, which means that both bring experience. The rest depends on your perception. It’s easier for someone to poke around in someone else’s code, for someone it’s more interesting in the documentation.
A better way is to combine and try everything.

The average. Come up with a project based on the things you want to poke. These are real user cases. For something more in-depth, you can try to file a library for this particular thing (before that, having looked at what is in the finished implementations).
