What is the best way to do a bulk re-encoding of a project?

There is a project with encoding for 1251, I want to translate it into utf8.
Developed for osx on phpstorm.
Tried to massively recode on niks, there are kosyachki.
Is there a more loyal way to mass re-encode files?
