What is the best way to clean cooling radiators without dismantling the coolers from the motherboard?

Hey!
Recently faced with the need to clean the system unit from dust. As a result, several questions arose that I would like to clarify from people who understand. I decided to clean it with a vacuum cleaner without removing the radiators. I changed the thermal paste about 2 months ago.
The first question is, when cleaning with a flow of incoming air, is it desirable to lock the impeller? I stopped, because there were fears that the current resulting from the spinning of the impeller could damage the microcircuits. Or is the current small and there is nothing to fear?
The second question is that it is probably very convenient to use a brush to clean the radiator fins, but I decided not to risk it, because. there are thoughts that with the active waving of the brush, a static charge may arise with unclear consequences. So the question is, what kind of brush can be safely used when cleaning electronics from dust, if at all?

Brush + vacuum cleaner for 8 years now I have been cleaning my system unit. The fans of the processor and video card 2 years ago died one after another (as if they had agreed))) ) I unscrewed the side fans from the system unit and tied them with rope 1 to the processor, and the other to the video card, and for 2 years now everything is normal)))

In radio components and other ebay / aliexpress, there are antistatic brushes for just such cases.
The impeller should not be stopped, but the cooler should be removed from the radiator and the radiator itself should be purged; you won’t blow anything out from under the cooler, especially with a locked impeller, and the impeller itself needs to be wiped with a brush from below.
Blow with a vacuum cleaner, compressor, syringe, balloon. Any dry air.
