I am speaking on behalf of the customer. It is necessary to make a mobile application, it is desirable to develop for two platforms at once IOS and Android, the application in its work accesses several databases. (Client side)
To manage everything, you need a common admin panel for the owners of the service, and an admin panel for adjusting individual DB_institutions.

It depends very much on the number of application clients, the requirements for fake whistles on the UI.
I would recommend this:
- Azure for hosting;
- Xamarin + MvvmCross for applications;
- WebAPI - backend;
- ASP.NET MVC for admin.
Pros:
- a lot of common code, less work;
- lack of technology zoo;
- one person who owns .Net can support and develop the project;
- there are many .Net specialists on the market;
Cons:
- Azure is slightly more expensive than similar hosting options
